        Imposes penalties on contractors for failing to
        properly pay amounts owed to subcontractors.  (Tam)

SB 2987  RELATING TO PUBLIC CONTRACTS                GOH,WAM
        Adds provision for contractor penalties to the
        existing law that prohibits contractors from
        withholding more than five per cent of the
        subcontractor's contract price.  (Tam)

SB 2702  RELATING TO PROCUREMENT                     GOH,WAM
        Requires contractors to establish an escrow account
        for funds payable under a public works contract, and
        to pay interest on payments due and withheld from
        subcontractors and vendors under the contract.  (Tam)

SB 2387  RELATING TO PROCUREMENT                     GOH,WAM
        Clarifies selection process for contractors for public
        contracts for less than $25,000; sets penalties for
        contractors who retaliate against subcontractors in
        the event of a complaint; and sets penalties for
        contractors who fail to adequately address complaints.

        PROFESSIONAL SERVICES
        Requires procurement of design professional services
        on the basis of qualifications.  Clarifies selection
        criteria, making experience in project type the chief
        selection criteria by evaluating past performance.
        Establishes ranking of professional service providers

SB 2521  RELATING TO PROFESSIONAL SERVICE CONTRACTS   GOH,WAM
        Requires disclosure of names of top qualifiers for
        professional service contracts, and annual disclosure

SB 2234  RELATING TO PROCUREMENT OF PROFESSIONAL SERVICESGOH,WA

        Provides for procurement opportunitites for qualified
        architects and engineers.  (Tam)

SB 2364  RELATING TO PROFESSIONAL SERVICES           GOH,WAM
        Establishes a state preference to local providers of
        professional services.  (Levin)

SB 2084  RELATING TO PROCUREMENT                     GOH,WAM
        Requires interagency cooperative purchasing agreements
        among agencies involved int he procurement and
        acquisition of assistive technology devices and
        services.  Gives small businesses preference to the
        assistive technology devices and services procurement
        process.  Expands training and development for the
        procurement of assistive technology devices and

SB 2451  RELATING TO STUDENTS WITH DISABILITIES      GOH,EDU
        Requires public contracts to require publishers and
        manufacturers to provide instructional material in
        electronic format if the material is made available to
        any other state or upon receipt of a written request
        from the department of education or UH.  (Chun

SB 2526  RELATING TO PROCUREMENT                     GOH,WAM
        Amends the Hawaii public procurement code to allow
        community-based nonprofit organizations to bid on and
        receive sole source contracts from state and county
        agencies, where the service needed in a particular
        community can be provided by only one, qualified
        community-based nonprofit organization.  (Ihara)
